Toddlers that enjoy dress-up play are often excited about the idea of a Halloween costume. Those that don’t like to dress-up may balk at putting on a costume, even for the few hours that it takes to trick-or-treat or attend a Halloween party. Toddlers will be more likely to wear a Halloween costume if it is something they like. Animal costumes can be purchased at a store or made from a solid color sweatpants and shirt set. Add a homemade tail, felt stripes or spots and a headband fitted with felt ears for a quick animal costume.

There are many popular Disney characters that are toddler Halloween costume ideas. Winnie-the-Pooh, Piglet and other characters are fun costumes for toddlers that are fans of the Pooh stories. Likewise, many toddler girls enjoy dressing up as a Disney princess for Halloween.
